There really isn't any point in partitioning a drive up into multiple partitions, just more work to set everything up. Plus as soon as one of those partitions is full you have to re-partition the drive to make stuff fit again. I would disagree with chem on which drive to install the OS on though. As...

I would agree with sticking with just 2x8gb memory sticks. I have 16gb memory and I do development and have never had an issue, you can always buy 2 more sticks later. I would go with the i5 and use that extra ~$100 towards the video card.

I have the i5-4670k and a nvidia 770 that will run on high max settings, however the 770 is a $350-$400 card depending if you wait for a sale.
